Dr Paul Toyne is a sustainability leader, adviser and non-executive director with over 30 years’ experience shaping environmental strategy across global design, construction, infrastructure and conservation. Recognised as one of the UK’s 100 sustainability leaders, he has held senior executive roles at Grimshaw, Balfour Beatty, WSP and Bovis Lend Lease, and previously worked internationally for WWF-UK.
Paul has served in influential public appointments, including 14 years as a London Sustainable Development Commissioner, membership of the Green Construction Board and Strategic Forum for Construction. Paul is an experienced board director and non-executive director, serving as a Board Member of the British Aviation Group and non-executive of Redmond Group Ltd. He has chaired and advised multi-stakeholder groups across government, industry and civil society, helping shape national policy on carbon, energy, circular economy, social value, biodiversity, responsible sourcing and sustainable development.
Today, Paul works with boards, major projects and global organisations to develop credible sustainability strategies, strengthen governance and deliver measurable environmental and social outcomes.
What Motivates Paul's Work?
“I believe the built environment needs a completley new narrative for sustainability. “Net zero” and “ESG” have become divisive and reductive; they frame sustainability as harm-reduction, when the real task is to design systems – buildings, neighbourhoods, cities – that are restorative, resilient and ultimately regenerative.
I am frustrated how often business still treats sustainability as compliance or risk management, rather than a platform for innovation, value creation and competitive advantage. I am optomistic that regenerative outcomes – better health and wellbeing, material circularity, carbon and energy gains, biodiversity recovery – are all achievable with today’s technology and know-how.
I want to help companies explore what this shift means for them: how they can design products, services and places that give back more than they take, and in doing so create benefits for customers, communities and their own success.”

Corporate governance reporting including GHG reporting, setting targets and growing through the validation process for science-based targets initiative (SBTi) and alignment with other carbon standards such as PAS 2080 alignment and EU Taxonomy. Paul has advised several companies on these matters as well as being the responsible person accountable for Grimshaw, Balfour Beatty, WSP and Bovis Lend Lease. Grimshaw’s CDP response for its clients supply chain requirements was assessed as excellent by the CDP.
Assurance and environmental management systems such as ISO 14001, all Paul’s corporate roles involved managing an environmental management system and managing the independent verification/auditing process. Having these systems in place is often a client requirement.
Climate change (mitigation and adapation). Paul advises the private sector on physical risks from climate change and how best to prepare for current and future climate change. Paul was a climate change ambassador for the British Council in 2006 visiting several countries to speak about policy and technological fixes. Paul commissioned two climate impact studies whilst at WWF-UK and has continued to be an expert in both mitigation and adaptation. More recently, Paul developed a climate adaptation tool for Anglian Water to support financial decision making for their asset managers.
Visioning, strategy and target setting for companies and projects. At Bovis Lendlease, WSP and Grimshaw, Paul was the first sustainability director and established the vision, strategy and implementation plans for these businesses, ensuring alignment with the business strategy. Paul’s work at Bovis Lendlease was award winning. Paul has subsequently done this for other businesses and asset owners, for example in aviation for Luton Rising, Teeside International Airport and Alat International Airport in Azerbaijan.
Circular economy, life cycle assessments and responsible sourcing/procurement strategies. Managing resource efficiency and understanding material supply chain flows and how to mitigate risk associated with procurement are all areas of Paul’s expertise. At Bovis Lendlease, Paul with the procurement department implemented both project FSC and BES6001 implementation for construction materials. Whilst at LSDC Paul was involved with establishng London Circular economy road map and gave the keynote lecture entitled Circular economy, sustainability and information management at the Nima annual conference Maximising the value of data for better whole life outcomes in 2024.
Nature. The significance of biodiversity conservation and ecological enhancement is now a source risk for business in the built environment. Legislation and investment pressures across markets are driving the need to understand supply chain impacts. Paul is well qualified to advise as he started his career in nature conservation with WWF; has a PhD from Imperial Collage London in ecology and has practical experience of environmental impact assessments and ecosystem management.
